An Opcomm consultant was responsible for problem analysis, user requirement development, the production and review of functional specifications and for budgeting and scheduling. Our consultant supervised the transition from a RAAF unit to a tri-service organisation without significant disruption, assisted in the production of a staff management plan and supervised the relocation of development staff.

An Opcomm consultant evaluated a number of testing tools and developed a proposal for the purchase of an SQA suite of automated testing tools.

An Opcomm consultant documented the user requirements for the Transport Safety Statistics Unit and then managed the development and production of the system.  The system was a SAS backend development with a SAS front-end query application.

An Opcomm consultant performed requiremtns analysis and documentation services for “Airports”, the development of a secure web site with a discussion forum for the Airport Environmental officers (AEOs) and Airport building Controllers (ABCs).  Our consultant documented the requirements for the business area and the internal development team completed the development.

As Business Analyst, an Opcomm consultant was responsible for documenting and establishing past and future requirements for distributed authoring for the new Content Management System (CMS).  This involved modelling system and user driven processes.  Our consultant was involved in issues management, UAT testing, training and change control.

An Opcomm consultant was contracted to Qstores (Sydney) to develop a business intelligence reporting prototype using ProClarity (OLAP Analysis Tool) and SQL Server 7.  This involved building OLAP Cubes from data extracted from five disparate sources within DPWS.  Our consultant provided the business areas with presentations and demonstrations of the prototype.

An Opcomm consultant assisted with the development and implementation of the DoFA Security Vetting and Clearance system.   The system is designed to record all breach incidents for DOFA contractors and staff and provide a security breach incident file record for each.  The system is maintainable and includes a search facility.  As part of her task to establish the new system requirements our consultant developed and documented process and data models which led to and assisted the development of use-case requirement documentation for the application.   Over the course of the three-phase implementation, our consultant established user requirements and compiled technical specifications prior to the development of the application.

CASA were upgrading a number of their existing systems to a three-tier architecture.  Opcomm consultants were involved in a number of capacities, including:

-          Requirements Modelling for Flight Crew Licensing and Authorisations Maintenance Licensing.  This involved the development of documentation for new system requirements which included process and data modelling, and work flow for the areas that were to be incorporated into the new application.   Our consultant was later involved in the development and project management activities of this project.

-          Liaising with vendors, clients and business users, and maintaining a Changes and Issues Database.  Our consultant assisted with technical input as well as project management.  In addition, her role involved the development of a reporting repository using BI Tools such as Cognos to provide a web-enabled reporting facility for flight crew.

-          Our consultant contributed to test case preparation as well as the system and application testing of all pre-existing CASA LARP systems.

An Opcomm consultant worked in a team focusing on the re-modelling of the strategic architecture for CASA.  In particular, our consultant was involved in data modelling, business requirements analysis and production of IT architecture documentation.

An Opcomm consultant acted as business analyst to the ABV project, which involved analysing the requirements for reporting financial data for the Australian Business Volunteers.  The financial information was held in MYOB data store and other relevant volunteer information was extracted from the records management database.    Our consultant ascertained the relevant information from the Business Areas, held development workshops to establish the business requirements for ABV, analysed and designed a repository for executive reporting which aligned financial and corporate information.

An Opcomm consultant was selected as business analyst for the development of a Web based application to collect and collate data for the use in Greenhouse Emission calculations for the AGO, and to manage members and other organisations.   The stage of the project in which Opcomm consultants were involved included the scoping and analysis of the work required to develop a fully functional web application for the collection of Greenhouse Information.  Our consultant was tasked to document the requirements using UML diagramming and use-case based requirements modelling.  This documentation will form the foundation on which the application design and development will take place.

The Rail Incident and Safety Investigation System is a re-development of the MARINE system to cater for rail requirements. An Opcomm consultant was responsible for the project management of a small development team using .Net technologies to develop an enhanced application for both Marine and Rail Incidents for the Australian Transport Safety Bureau.

An Opcomm consultant was selected to act as business analyst & project manager for the Green Vehicle Guide Project.   The Green Vehicle Guide is a public website and a secure website for vehicle manufacturers.  This site is to rate current model vehicles with a green rating. It will be used in future by the RTA (Road Transport Authority) to charge registration for Green Safe Vehicles.

An Opcomm consultant was selected to perform the business analysis and test manager roles for the re-development of the Marine Investigation Unit application to maintain and record marine incidents. Our consultant performed the MIASIS requirements modelling for the ATSB. This project was the completion of the development stage of the re-design.

An Opcomm consultant was engaged as the Systems Engineer / Deputy Project Manager for the Emergency Services Digital Trunked Radio Network project. Our consultant was instrumental in the capture of operational requirements, conduct of tender evaluation, liaison with Government Solicitors Office and ACT Government Procurement Board, selection of Prime Systems Integrator, contract negotiations, and system design approval.  Our consultant was responsible for liaison with Prime and Emergency Services, acceptance of the final solution and ensuring that it met the operational needs of the services. Our consultant received commendation from Commissioner of Emergency Services for his performance. The project was successfully nominated for, and won the Australian Institute of Project Managers Project Management Achievement Awards 2005 for excellent project management in the community benefit award category.

An Opcomm consultant was appointed as the lead consultant in a Defence project team to establish the user requirements for Land Forces’ use of the Modified High Frequency Communication System. A requirements analysis was conducted and an evaluation of the options for Land Forces undertaken. This included consideration of the operational environment, logistics support and key training requirements. Options and potential solutions were proposed, with assistance provided to successfully resolve issues between the prime contractor – Boeing Australia Limited and Defence.

An Opcomm consultant was engaged as a project team member with the specific task of developing use-cases for the implementation of the Registered Automotive Workshop Scheme (RAWS). This involved interaction with internal and external agencies, capture and analysis of requirements and production of realistic scenarios that could be used to test and evaluate the new scheme.

An Opcomm consultant developed the full suite of capability development documentation that defined the required enhancements to the ADF satellite communications that will enable it to support future ADF operations.  The documentation supported the decision making process through various Defence Committees to successfully justify major capital expenditure

In 1996, an Opcomm consultant provided services to the Swindon Project for AIDS Counselling and Education (SPACE). Our consultant rationalised information systems support and produced a comprehensive business plan for SPACE.  In addition, our consultant conducted a consultancy for the Warminster Military Centre and designed an automated process to replace an existing manual system of accommodation booking at Britain’s largest Army training centre.
